Project of effectiveness review on the management system of waste lubricants removed from control

The project was aimed to prevent illegal disposal by reviewing the measures, policies and regulations related to the used lubricating oil and supervising the counseling and audit of used lubricating oil disposal. The purposes of the project were also to provide guidance for related business, clearancet industry, and disposal industry, and manage the clearance and disposal works to properly manage the used lubricating oil disposal system and control the subsequent flow, as the references for used lubricating oil control strategies. The implementation period of this project starts on January 18th, 2013 and ends on December 31st, 2013. The project has sent personnel to the sites for investigation on used lubricating oil production and destination. There were 600 questionnaires completed, of which there were 521 valid samples. In regards to the review of related regulations and support measures, the project has provided law amendment proposals against the used lubricating oil clearance and disposal project, categorized emission regulations and the management of the recycling of general waste-used lubricating oil in order to properly manage the destinations of the used lubricating oil. The project also suggested including the "company-owned and franchise automobile maintenance industry" into the online reporting list, and requested the companies to submit waste disposal plans. In regards of the counseling and audits of used lubricating oil, according to the statistics of this project, the local environmental protection bureaus have completed 3,709 motorbike store and 1,318 automobile maintenance shops, of which there were 70.4% of the motorbike store delivered the used lubricating oil to legal clearance industry and 31.2% signed contracts with the waste disposal facilities, and 35.9% kept the disposal records. While there are 48.9% of the automobile maintenance shops delivered used lubricating oil to legal clearance industry and 32.7% signed contracts with the waste disposal facilities, and 29.7% kept the disposal records. The project suggests to send announcement letters and organize advocacy seminars to assist the used lubricating oil sources to verify the legality of their cooperated facilities. In regards of the counseling the businesses, clearance and disposal businesses on clearing the processing channels, 87 of the 89 used lubricating oil recycling enterprises have obtained the waste disposal permit (97.8% of the total enterprises) and 2 have not yet accomplished the transformation (2.2%). On the other hand, there were 17 used lubricating oil disposal enterprises, except for 1 that is engaged in the waste tire pyrolysis, 14 of the other 16 enterprises have completed the transformation (shared 87.5% of the total number enterprises) and 2 have not accomplished the transformation (12.5%). For those used lubricating oil recycling or disposal enterprises that have not completed transformation, the project provided telephone counseling services and regularly reviewed the progress in order to assist them in completing the transformation expeditiously.
